Also, even if there is a line, you really can't let the phone just ring and ring. Put 'em on hold, and then get back to them in between customers.

Yes you can, I let it ring and ring, or unplug it until the queue has gone. We don't have a hold system here, and local calls are not free (usually) so answering the phone just to say "we're busy, wait" will annoy the caller even more because they're now paying to wait. The caller gets the lowest priority because they have not bothered to make the trip to the store to ask the question.

In the last couple weeks I received a number of giftcards that some one just got as a gift,
but it turns out that there's either nothing or 71c left on it.
I just tell them they can call customer service if they've got any questions.

Usually it works like this

"Blockbuster can you hold"
serve customer
"Thanks for holding"
"Yeah I got a thing in the mail saying..." "Can you tell me if you have a movie" "I need a customer check"
"Sure, lemme get to a computer, hang on"
serve customer

and so on

I never answer the phone if customers are waiting, hell they get impatient enough that they have to wait whilst I find the disks for the films they want, I hate those people who hand you the boxes then try and thrust money at you before you have even had chance to look for the films.

The other day I was on hold with tech support whilst they were doing something, I had to put the phone down to serve and half an hour later when my CSR came in for his shift I asked him to see if anyone was still on the end of the phone as I hadn't had a second to check. Suffice to say, they had hung up.

So no, putting people on hold is not an option, rather let it ring and they can call back later.

How about asking them for their name and number so you can call them back? Would that be okay, or would it take to much time?

It's a cultural thing. This would be very rude. If you were able to answer the phone, you are able to talk to them...
